Shadow banking, or non-bank financial intermediation, has become a vital source of funding for the technology sector while reshaping global finance. This talk examines the governance of asset managers, hedge funds and other non-bank institutions, asking whether existing oversight is fit for purpose. Drawing on lessons from the 2008 financial crisis and recent market shocks, it explores accountability, debt management, and the systemic risks at the core of an increasingly interconnected financial system.
